Is this a die chip that was struck on the obverse and distorted the rim or some kind of PMD?

I just found this in change and saw the rim distorted, so thought I would ask. I've seen many die chips but without the damage this one caused. JMO What do you think?

Yes, it's a die chip that distorted the already upset rim. The rim is "struck" (upset) before the coin is struck.

How would a die chip during strike cause the rim to be out of round.

It's not a hit. it's extra metal that filled the die chip. At least that's what it looks like to me.
It appears to be a hit that displaced some metal to my eye.
