2014 Clad Washington Quarter missing layer?

Found this the other day and thought I would ask some opinions. I seem to remember having seen one in the past on the boards that was labeled missing layer, but wasn't sure. Your opinions please.

    Looks like environmental toning, I can see some nickel showing on the surface.
    Also if it was missing the clad, it would show as a weaker strike

    You are probably right as it weighs 5.70 g. Must be discolored by a substance. Thanks. Should have already weighed it, but did not. lol
