No, it's staining.
Not struck through, but maybe stored in something that was a mesh of some sort and it caused the pattern that now shows.

I would say no.
Not a Struck Through. If it was that area would be incuse. Those spots look like they are laying on top,
possibly a stain from something.
Someone clearly cleaned and destroyed whatever value it did have anyway.
