1996 P Kennedy Half Dollar, the area behind his head is what I'm referring to, with struck thru cloth. I'm going to try for clearer photos

No, it's staining.
Not struck through, but maybe stored in something that was a mesh of some sort and it caused the pattern that now shows.
Can't seem to get a clear photo without some glare from the lights, apologies. This is at least a better photo of the spots

I would say no.
Not a Struck Through. If it was that area would be incuse. Those spots look like they are laying on top,
possibly a stain from something.
Someone clearly cleaned and destroyed whatever value it did have anyway.
