For the purposes of the April 2024 TCG and Non-Sports Special, are wrestling cards considered as “non-sports” cards?

Negative, wrestling is a sport.... If you try to create a sub under the special, no wrestling cards will populate. Only non-sports sets that have wrestlers (as celebrities) show up.
On the pop report, which is typically the source of the specs that auto-fill on the sub forms, wrestling cards are under sub-category of Sports that includes Boxing/Wrestling/MMA. So yes, wrestling is "sports" relative to the submission specials rules.
Inconsistently, wrestling sets on the Set Registry are located under the Sports Entertainment section found in the Non-Sports section (though Boxing set registry sets are under the Sports section).
