It is damage 100%.
Something has gouged the coin raising the metal The fact that it looks like a ball is coincidental.
An understanding of the minting process will make it obvious that all of that stuff going on could not have happened at the mint.
I do understand that gaining that knowledge takes time so there's no harm in asking as you learn.
