It is called a Broadstrike (Broadstruck) caused by the coin being struck out of collar.

Thank you. I did not realize a broadstrike could flatten out the planchet like this. It's almost got a bowl type shape to it besides it being larger than a regular cent.
That’s because of with it being struck out of collar, there is nothing to keep the planchet from expanding with the pressure applied when it was minted.

It would be great for TPGs to indicate the size of a broadstrike like they do for % off center.
