    Canadian Commemorative silver dollars were only 50% silver up to 1991.
    Between 1992 and 2002 they were 92.5 % silver. Since 2003 they have been 99.9% silver

    Your best bet is to buy them raw and submit them yourself. They are quite common and inexpensive. The cost of grading will be more than the coin value.

    I got all of them raw more than two already but I just have not bother to submit them yet. I want to let them toned for couple more years.
