PCGS Pop Report For 1972 IKE Dollar's Type II

Could someone tell me the difference between these two lines and what they represents? If the coins were attributed as type II, don't all the labels have FS-901?

    I believe the 510592 line is just folks who pay for specific variety attribution, whereas the base is just the major variety number, which should automatically be attributed in the authentication and grading process.

    So someone paid to have FS-901 put on this slab...

    ...and didn't paid for this Type 2?
