Joe O'Toole - Pittsburgh Pirates

Joe O'Toole (1925-1997) worked in the Pittsburgh Pirates organization from 1946 to 1986. From 1956 to 1976, he was the Pirates' Assistant General Manager. He then was Co-General Manager from 1977 to 1979 and then went back to being Assistant General Manager from 1980 to his retirement in 1986. I want to get an O'Toole cut signature authenticated by PSA, but O'Toole is not on PSA's signer list. How does one go about getting an individual added to the PSA signer list?

    most likely they don't have any exemplars to compare yours to
