Sacagawea mint damage coin?

Hello I was hoping the experts on this forum could help me to give me some Insight. This coin was collected for me by a teller at seven eleven. It's interesting that the cut marks on this coin look like they would be after menting process but they're polished into the coin. Where you would expect to feel rough edges the coin is smooth and polished smooth. Has anyone seen anything like this? Please advise.

You could probably make one of these in your garage with these..... But don't!

I'm inclined to the hammer and chisel theory.
Whatever caused it, it didn’t happen during the striking of the coin. Just damage
