April Submission Specials Question (Ticket Stubs)

I haven't had a PSA Collector's Club membership in a few years. It appears that this month's ticket stub offer ($24.99/per) is available to the general public. Can anybody please clarify this for me? I have been going through a few middlemen for grades, but if I can just sub these myself, I'd much rather go down that route.

Appreciate any clarification!

    It is NOT a Collector's Club special, it is just a monthly special for everyone. They do some that are members only and others that aren't. I'm not a member and I can see it as a submission option in my account.

    90 business days. So if you send them out now you're looking at the end of summer to get them back.
    Beckett has 45 business days listed, but expect at least a four month turnaround. Seems a lot of people are sending in their tickets.
