Do you feel this is a legit mint error or PMD on Jefferson nickel?

Do you feel this is a double struck error from the mint or a vice job after leaving the mint? How did you determine this?

    Looks like a legit double struck that indented another planchet. I see the rim on the obverse second strike and the deformation of the type and the texture of the reverse look correct.
