What would stop a major Coin Firm from starting a Registry?

in PCGS Set Registry Forum
With all the talk of wishing there was a Registry that would accept PCGS; NGC and ANACS coins (maybe even ICG and/or SEGS?) why doesn't a large firm, such as Heritage start a Registry?
Why do Registeries need to be tied in with Grading Services?
