Is this a capped die as it does weighs only 2.4 grams.

    No, just a horribly corroded cent. I don't see it as a 1943 either, whatever the last number is it is the wrong shape to be a 3 on a 1943.

    It's a corroded coin, probably a 1948.

    Why would a capped die result in a lighter coin? The planchet would be the same as usual

    Corrosion has eaten a lot of the coin away resulting in the lighter weight.
    I don’t think you could even get someone to accept it for 1 cent now.
