My question: Have they actually been floating around out there for 60 or 70 years or are people dumping them into circulation, not knowing they're silver.

No, that coin has not been in circulation since 1964.
Old stash cashed in or stolen from big brothers collection and spent.
I believe that most of them are recently deposited back into circulation. Many of the old CRHers say that the ‘70s and ‘80s were the hardest times and that it has only gotten better since.
