Is this 1938 S Jefferson Nickel damage a strikeover/strikethrough?

I recently purchased this Jeff in a group purchase and upon photographing it inhand noticed this strikeover(?). It appears to be so to me and would appreciate your opinions. Obv/rev photo and enlargement below(which may be too large).
