Help with mintmark on 1942 D quarter

When going through some BU quarters i found this mintmark. What is going on with the mintmark? Is it an RPM, die chip, or what?

I was trying to look on Variety Vista to check the mint mark styles used, many times it will show ones with chips in the punch.

I can't get Variety Vista to come up on my computer, it says the website is down.
