Help with mintmark on 1942 D quarter

When going through some BU quarters i found this mintmark. What is going on with the mintmark? Is it an RPM, die chip, or what?

    pixilated to see detail clearly. Download to computer and repost so that we
    can you better.

    I was trying to look on Variety Vista to check the mint mark styles used, many times it will show ones with chips in the punch.

    I can't get Variety Vista to come up on my computer, it says the website is down. :/
