Mint Set had Odd Medallion in it

I decided to open two old 1984 Min sets I had for many years and when I opened one of them up I found this large U.S. Mint-PA. Brass Medallion in the set sealed. My question is this a prank from someone at the Mint that year or did they put them in the sets. I have opened many of this 1984 mint sets and never seen this before. Pictured below.

As you can see the medal is dated August 14th 1969 and were special made for packaging but not mint sets
What you have is a "Souvenir" set.

You have what looks to be a souvenir set. However. The sovenier set does not have the red or blue markings.

They added the red and blue borders some time after 1977.
