What's going on with the date/MM of this LWC

Rainy weather here, so putting some Lincoln cents in folders. Ran across this raised area to the left of the mint mark and below the 9. I don't see evidence of disturbed surfaces suggestive of PMD, but cannot figure out what it is. Reverse is fine. Thoughts?

    Maybe a dig beneath the 9 with metal pushed up?
