Receiving Pedigree Approval

Can anyone tell me why it would take WEEKS to receive approval for a too 5 All Time set to receive approval.
Emailed request weeks ago.
Called to ask about my request each week for the past two weeks and was told someone would call me right back...... NOT

I've got new-year slot requests that have been pending for months, something that should be mundane and routine for them. I'm fairly convinced they have very few people working there who are actually able and willing to get the job done. :-(
