Question on a CC Morgan

I'm curious what this might be. It's got many spots on the reverse like it.
The CC's are pretty much filled.
Is it some kind of VAM?
I didn't see anything on Vamworld that matches up.
Maybe it's just good old frost.
Even if it is how does it happen?

I have mentioned to you before, when asking for help with Vams a full coin photo of both sides is needed.
We don't even know a date or where to start.
It appears you may have a coin from rusted dies.
