Question on a CC Morgan

I'm curious what this might be. It's got many spots on the reverse like it.
The CC's are pretty much filled.
Is it some kind of VAM?
I didn't see anything on Vamworld that matches up.
Maybe it's just good old frost.
Even if it is how does it happen?
I hope this isn't a stupid question.

We don't even know a date or where to start.
