Yes, too much detail in the hair. It may be a genuine coin but I think someone touched up the photo with a white pen on the hair and other places.
Looks like more than just the hair is off!

I don’t think it’s tooled, many of the design elements are off. I believe the coin to be a complete counterfeit.

Base of "T" in Trust looks like a did crack to rim. And it extends back through surt of Trust.
I think it is genuine, with an odd combination of lighting, cleaning, and clashed and worn dies.
Definitely well-struck on the head, but not as well-struck in the date area.
