CSNA Token Collectors: Your opinions please on mintages...

Just picked these two up from eBay. I have two others; both bicentennial errors. The silver octagon issues are numbered on the edge. I have attached what are supposed to be the mintage numbers for each issue. The question is if there were only 260 of the bicentennial why would the number be four digits and not three?

Of the corrected "Centennial" issue, there were only 100 struck without the extraneous digits.

    Did they originally plan for more but stopped at the lower mintage?
    Or did they skip certain numbers?

    Maybe @coinsarefun has some info as I recall her having some of these (or something similar)?
