Is this penny an error?

Hi, this is my first post but have been reading here for a while . A friend got this penny in change and seems to have multiple problems. It doesn’t have a rim, the mint mark is messed up, and there’s a blob on his shoulder.

It is a damaged coin with no numismatic value.
Looks like someone has filed the rims off to make it the diameter of a dime to be
used in slot machines. This was done frequently when slot machines took dimes.
Also never hold coins in your hand like that. Place it on something flat to take photos.
I thought about someone filling the rim off but didn’t know what the reason would be. Interesting. Why would it be so thin though? Measures .016” thinner than a normal penny. Thanks for the replies

Whoever made that went all out to make it resemble a dime in size.

Acid coin. The acid consumes the outside surface metal causing the coin to become smaller in diameter and in thickness while maintaining the details.

The reason was likely to use it as a dime in a payphone or vending machine.
