Identification puzzler - World or US coin/token

I found a small box of coins/tokens that I could not identify and set aside when I was actively collecting a decade or so ago. This copper (perhaps bronze) piece measures ~ 1-1/8” in diameter and is a thinner than a US large cent…more like the thickness of a Canadian token. The obverse is clear enough to show a seated female holding a staff with a phrygian cap on it - I can’t figure out what is depicted on the reverse. Any ideas?
