Help, what am I seeing on this 2021 CC (privy) Morgan?

Can you tell me what this could be please? 2021 CC privy Morgan in capsule from the mint, never opened. Would this not grade well? looks black? Thanks

    Looks like carbon flecks.

    If your coin is dated 2020 then it is a counterfeit, which might explain the quality issues.
