Did the top coin not even get a cameo designation?
The top coin did not receive a Cameo designation. It graded PF66RD. It is a Brilliant proof.
From the picture it should of had a cam.
I’ll take the top one for PCGS price guide🥴

According to the PCGS price guide the top coin has a value of $24.00 and the bottom coin has a value of $275.00 (11.458333 times the value of the top coin).
