I saw something like this one on this site not long ago but have forgotten the details. I came across this today and am wondering if it is the same thing and if so what is the name of this type of error

Yep. Pennies should be circular.

Looks like "lathe Lines/rings". Here's an example to compare it to from an internet article.

Could be a wheat stem as the image shows a slight image of the described moving south in the coin's image.
I've seen this before in other coins.

Looks like it even came from the same dies as the other pictured coin. Interesting. Not particularly rare or valuable, but interesting.
