1966 dime rim error ?

I’m really new to this but I found a dime with a messed up rim, does it look like an error?

That is not an error, it is PMD (Post Minting Damage) It looks like it has been cut.
An error can only occur during the actual striking of the coin.3 -
Agree, not an error. Damage from someone trying to cut that dime with a pair of wire cutters or similar tool.
