I've have this '1998 107th ANA Convention Medal Flip-over Double Struck Second Strike 85% Off-Center'. Not sure which Coin Show I got it from. Is this some sort of mass produced fun item?

I don't know how "mass-produced" it was, but it was certainly done intentionally as a novelty.
I also believe this isn't actually an "error", but instead a planned double-strike made in limited quantities.
