Is this a minting error?

I looked through a loop, with a light, but I just can't tell what I am looking at. I couldn't find any variety that matched this, so either this is a one off die chip error, or just some kind of post minting damage.

Welcome to the forum! Sorry to say, no error. This is extreme heat damage, the heat caused the outer clad layer to separate and bubble up.

Agree, just heat damage, see them fairly often on dimes.
Sometimes they are called campfire coins.
