PCGS Gold Shield Service - No Trueviews for Details Coins?

Just got my results for a recent submission at regular service level. 4 of the coins came back OK, 1 came back Details but didn't get Trueview'd. I inquired with photography@collectors.com and asked if they had a photo for the Details coin. They replied back:
If a coin doesnt grade the photo will not appear online.
I don't get why a Details grade would preclude PCGS from doing Trueviews. After all, their webpage says:
Why does a details grade mean you don't need or get the "digital imagery?"
In this case it was: Genuine (99 - PVC Residue)
It's super frustrating when the web page doesn't list any exclusions for "digital imagery:"

Are they trying to save money by reducing the number of photos they take? I don't get it. It seems like the gold shield pricing includes photos. But only sometimes...

Details graded will get TrueViews.
Coins with PVC residue are body-bagged, not details graded so there's no Trueview.
Did your details coin get slabbed?
I had an issue once where it didn't get slabbed but was was supposed to.
Sent it back and it was then photographed.

I don't know I haven't received it but per @MetroD it probably wasn't. It all makes sense now. Problem/Question resolved.
