On my screen it looks like a railroad rim/partial collar.
Is the smooth part of the edge raised or depressed in comparison to the reeded part?
PS - photos of the obverse and reverse might be helpful.

That is an error known as a "Partial Collar"
It is caused when a planchet is injected into the collar but does not sit properly.
The reeding gets struck on the bottom of the coin leaving the top untouched.
