Question regarding PL on classic commems

Does anybody know when PCGS started putting the PL designation on classic commemoratives? I believe NGC has been doing this for a while, but am unsure of PCGS. Thanks for any info.

“As of July 1, [2019] all mint state coins, tokens and medals, U.S. and world, that meet the PCGS Prooflike standards now are eligible for PL designation,” said Brett Charville PCGS President.
Before that I believe it was mainly Morgans (I don't think it included classic commems).
PCGS designates Prooflike for coins that grade MS60 or better and show clear reflectivity, i.e. mirrored surfaces at a distance of two to four inches.
Obtaining a Prooflike designation is extremely difficult for non silver dollars. There are a lot of classic commemoratives that appear Prooflike; BUT, are not considered Prooflike by the grading services. While it's tempting to think a compromise semi Prooflike grade should be established similar to Red Brown for copper, it's unlikely that will ever happen.
