Has anyone ever seen one for sale? Not sure if this is a navy whitman page that looks black or some off brand, but I thought it was pretty neat.

I think it looks sharp, especially filled with all those bright silver dimes.

They are NOT Whitman, they are Entrust. They were sold by Hobby Lobby. They do fit Whitman Classic Albums.
@MrSpud the eBay auction you referenced is for a Whitman page which is different from the OP's page. Notice the lettering is silver in the OP's page and gold in the eBay auction page. There is also a catalog number on the edge of the eBay auction page and none on the OP's page.

I may be taking a trip to Hobby Lobby in the near future. I really like that.
If they still sell them there, please let us know. I really liked them too!
