It is not an Engelhard bar. It is a Johnson Matthey bar.
It is listed on the All-Engelhard web site (about 2/3 of the way down the page):

According to that site, less than about 250 were produced, to commemorate Asian good luck in 1990.

Yeah JM, not engelhard. They sell for about $350 + or - without the box or cert. Known as the buddha bar or Bodhisattva bar

From what I can read, it is a token with Guan-yin (https://en.wikipedia.org/wiki/Guanyin) on it.
On the side of the bar with the multi-armed woman (Guan-yin) on it, the characters (大慈大悲觀世音) on the right hand side of the packaging say, "Great mercy, great compassion, Guan-shiyin." The left characters (福壽安康度衆生) on the left hand side of the packaging say, "May happiness, longevity, and health save all sentient beings."
The characters (觀音平安符) on the lid of the box say, "Guan-yin peace talisman"
It's a bar from that long lost Nazi hoard, found at the bottom of a lake. 😉
