Is this a strike through, lamination error or PMD?

I am having trouble figuring out what this is on the reverse. What has me confused is how can the letters be formed? where did the metal come from?

    Lamination error. Struck before it peeled or after it peeled is the question.

    Before. The depression would have been flattened if it had been present at the time of the strike. Also there would be metal flow. The squared edges -- especially at the top right -- show that it strike was first, and the peeling was later.

    It makes sense and I can conceptualize it now.

    A planchet was struck normally. Afterwards a thin strip that was part of the lamination came off. The reason letters can be seen is the metal flowed upward filling the die during striking. The sixteenth inch or so deep strip came off and the letters were filled because the metal came below the lamination.
