2004 Michigan error quarter

not really sure what's going on here...it's not a punchthrough for sure..I'm really lost because on this because there is a peeling where the colors change...

    Pictures are too close and strangely blurred, like you are taking pictures through a loupe/magnifying glass. Can't really tell much what's going on.

    Pictures are too poor to see anything, reduce the magnification and show the entire obverse and reverse. From what little I can see it looks like glue residue.

    Pictures are good enough to see there is some substance on the coin. Glue is a good bet, although any sort of crud is possible. Let it soak in water overnight, and there's a decent chance it will soften and come off.
