Do all Gold Shield PCGS holders come with a True View?

I'm looking at a coin that has a gold shield but doesn't have a true view.

It could be a recently graded coin where the photo has not been uploaded yet.
It could be a database error.
Or it could be an older slab....see description that I copied from @robec from an older thread:
Secure Plus launched in March of 2010. TrueViews were not a part of the initial service. It wan't until July of 2015 it became a part of the newly named Secure™ as a free service. Any TrueVeiw photos taken prior to July 2015 by using the Secure Plus service had to be paid for as a separate option. PCGS did on occasion make TrueViews on random submissions.
Gold Shield Service, replacing Secure™ service, was launched in January 2018.

What if I buy a gold shield coin expecting a Trueview, only to find out it doesn't have one. Any recourse to fix that?
Send it in to PCGS.

It the Gold Shield is one of the first generation Secure Plus slabs the TrueView would have been a paid option, no pay, no TrueView. Your only recourse is having it reholdered in either a Gold Shield slab with a free TrueView for $25 or go the cheaper route and get a Regular slab for $14 plus another $5 for a TrueView.
If the Gold Shield is one of the Secure or Gold Shield slabs you could contact the photo department and find the linked TrueView. If one can’t be found you might be able to sweet talk them into taking one for you. Otherwise you’ll have to go the route of reholdering with a new Gold Shield or Regular holder with the $5 TV.

If you resubmit to our hosts, do not send it under the reconsideration category. You only get the Trueview if it upgrades.
So if I bought one of the latest Gold shield holders with NFC, expecting a TrueView because that’s part of the service, I’m out of luck if there’s no picture? That’s pretty lame.
I’d contact customer service but that’s kind of a joke at this point.
I once bought a recently graded Gold Shield slab with no TV. I emailed customer service and they covered the cost of the reholder/TV (YMMV). Sadly the coin was stolen from the mail on the way back to me, but that’s a whole ‘nother story!
I made a coin in a Gold Shield holder last year where they forgot to image it completely. I had to send it back in...PCGS covered it so no additional cost but it took 2 months and was an enormous pain.
Sounds like they’ll fix it for the original submitter, but what about the next buyer?
The simple answer is no, as discussed above, so it's worth checking.
Another reason is that Gold Shield done in offices outside of California HQ don’t come with True View. I'm not sure if you can send it back to get one, but it may be worth trying.
