The main reason is first no TV.
Secondly I think it's a 65+.
In hand it looks DMPL but that's my opinion.

I think you would be throwing good money after bad.
Under reconsideration, no Trueview unless the coin upgrades. I found this out the hard way. See my post on PCGS customer service.

I think its graded appropriately, the chin scuff will keep it from a 65 and mirrors not deep enough. 64+ PL is a great grade to begin with.

The chin scuff and numerous marks on the face.

It is properly graded at 64+PL, I don't see any chance for an upgrade.
While I'm sure you can find similar looking coins in higher graded P holders, I am also of the opinion that your coin is maxed out at the current grade.
