    I'm really sorry man. No excuse. IMHO any special coin released by the mint should be PF-RP69 minimum. I would send it back. That's a Disgrace.

    I'm not surprised by any of this, really.

    My local coin dealer always talked about the proof coin he received that had a curly hair across the obverse.

    In the late 90s Jeff Oxman had an entire roll of late stage H-10 Scarfaces that he sold for $100/ea at a Long Beach show if memory of the retelling serves. @messydesk can jump in to fine tune the story, if needed.
