Out of this set, I only like/want the American Innovation 2023 Indiana $1 Coin Reverse Proof.
How can I get many of them without having to buy many sets?
Would some dealers buy many sets then break them and sell them individually?

Maybe, but they are not going to eat the other coins for you. As a result, you'll likely find yourself paying as much, or nearly as much, for the one coin as for the whole set.
If someone is going to be breaking up sets to sell individual coins, that someone is probably going to be you. The market is for complete sets, or graded coins, not individual raw coins at anything near the $7 each the Mint charges as part of the set.
It will be a tough one to find on the secondary market as singles.
If you really MUST have the reverse proof you would be best to order from the mint now while still available.
There will be singles available. There already is a couple pre-sellers on ebay in the $13 to $15 range. But you'll have to edit if you want them to be cheap. And given that is the one everyone will want, it would be cheaper to buy the other 3.
