Looks to have glue on it, it was most likely once glued to a card in one of those mass mailing looking for donation deals.
The edge of it is the same metal as the penny.

Put some acetone on it…….that will soften the glue pretty fast.

If it was the same metal, you wouldn't be able to see through it. It's glue.
From the image provided, it is absolutely glue and we have all seen cents like this before with glue on them.
