There are no layers to “chip” off or “peel” off. The coin is 95% copper

Not an error, it has been in contact with something after it was struck.
Maybe dropped in some type of acid for a short period of time.

Looks paint-ish to me.
Its smooth almost slippery on the heads side and the tails side is rough. It seems like the top layer chipped off opposed to peeling off.
