when is a rim bump a rim bump?

A few years ago I submitted this 1889 CC Morgan dollar to be graded, it came back as Fine Details Damage. The only damage I can see is the rim bump on the obverse at about 7:00. Is that really enough of a rim bump to get a damage grade, or am I missing some other "damage"?

There is a lot of deep scratches and dents on both the obverse and reverse, which probably contributed to the details grade.
Type collector, mainly into Seated. Young Numismatist.
There is also damage on the reverse rim between 12 and 1 o’clock which also
probably contributed to the details grade.
Seems like they got a little "picky" on that one. But who cares, it's a nicely circulated CC.
