Were PL coins issued for general circulation in Canada?

Does anyone know? I bought an original roll on ebay months ago. Finally opened the roll and submitted the best 3. All 3 ended up grading Proof-like. I was hoping for regular circulation issue coins. Did the TPG company goof up? I was really hoping to get a good grade on the ender!

    They were intended to be sold to collectors and mint visitors, but those the Royal Canadian Mint did not sell were released for circulation. Not so with specimen coins.

    I think also that sometimes the TPGs get it wrong on proof-like coins.
