That's an NGC slab. He may have cracked a coin out of an NGC slab and is reusing the slab with a new coin and a new label. That coin looks real but cleaned and scratched. Treat that coin as if it were a raw coin with problems.

Handwritten slab labels are excessively rare. I hadn't seen one until now.

No, it's not an ex-NGC slab - it's a Chinese-made lookalike. One of the few things accurate in the seller's description is the slab-maker, "PCCB". You can see their PCCB initials in the bottom left of the slab if you zoom in close.

The blank PCCB sticker is the one that comes with the slabs.

PCCB slabs come empty, from China, and are standard fare for basement graders.
