1971 S Penny Die Chip Error - Lincoln "Cowlick"

I have a 1971 S Penny with what looks like a die chip at the top of Lincoln's head. Don't think it's PMD but unsure. Penny's not in good condition overall. Thoughts?

Looks like the rare "Bird Pooped On Abe's Head" variety.
It looks a different color than the surrounding metal so I'd suggest taking a toothpick or Q-Tip soaked in acetone and gently prodding it to see if it's just some crud.

Welcome. If you have some acetone, soak it to dissolve the goop. Cover the dish cause it evaporates fast. And no flames! Good luck
