I am not sure what this would be called. It’s very unique and I can’t find anything similar in researching this. This coin does weigh 3.1 and is not a spooned coin. Anyone familiar with this?
Above “IN” and below the date are shaped identical. The rim also appears like it has a faint rigged edge or could just be a shadow of one but only on a small section. Help please! Please and thank you.

Looks like the rim of the coin was damaged by putting it into a metal holder, like the one below.
