No, because unless there’s been a very recent, unannounced change, PCGS doesn’t use the “Cameo” designation for business strikes.
Additionally, unless you’re familiar with a given seller, it’s ill-advised to rely upon images too heavily. In this particular case, even the image doesn’t give the appearance of a higher grade for the coin. Look at the cheek, hair and cap.

If you're going for PL ensure all the fields on OBV/REV are PL including the area around the date. They are stricter now that in the past for this designation.
Agree with the cheek, hair and cap. I have the same coin that looks much better but would be surprised if it graded 65 Reverse looks almost as good as this coin.

Fair warning about AuctionKings. I tried them early on in my collecting and learned fast that their images are doctored. So buyer beware they are very good at photoshopping. You won't get a coin that looks like that.
Plenty of youtube videos warning about this seller also.

As others have said images are suspect. Contrast looks very boosted in those photos, but who knows.

I think the frost breaks on the neck and the cheek preclude it from either designation.
PCGS doesn't use the "Cameo" designation for business strike Morgan Dollars. And frost breaks don't disqualify them from the PL designation. In fact, some PL's don't exhibit any appreciable frost.
